the loan officer should send you an estimate of rates/fees if they issued a pre-approval.

Ask you lender what the rates are right now, when you are like 45 days out from closing you can lock in at anytime.

You should receive a GFE, as Dallas mentioned you can just ask them.

My rate was locked about 2 weeks after I went on contract. Some loan programs have interest rates based on income. I did an FHA loan program through CHFA our local housing authority that rolled 3% of my downpayment into a second mortgage so I had to wait on CHFA to provide the interest rate.
