Do chargeoffs have to be paid for Conventional Loan?

We are looking to obtain a construction loan which will turn into conventional. Do charge offs and collections need to be paid usually on a conventional mortgage? They are around 4000, 3000 and 540 dollars

Technically no, but each lender may have their own requirements.  A construction-to-perm loan is a little higher risk, so odds increase that owing collections & charge-offs could be required to be paid.
