NFCU is a great CU and much more lenient than Penfed regarding FICOs..and your LTV is good to go so I would say go for it - trying never hurts, right - aside from 3 fico point drop due to inquiry but people worry WAY too much over these negligible points from ONE inq that can be made up by either lowering util and or ignoring it
