How long after a short sale can you get a loan?

Asking for a friend who had a short sale and wants to know how soon can he buy again? I've seen some people say it's 2 years after the short sale and others say 1 years and still others say if you were never late ont he payments, there is no waiting period.

Anyone know for certain?

For FHA its 3 years or 1 year if you were not late on payments.

For conventional, I think its 5 years but I seem to remember being able to get it done in 2 years of you have 20 percent down.
