I'd really like to apply for a NFCU card. However I wont if its too close, and will hurt. Thoughts?

I think you're fine, since it's approx 9 months away. You lose a few points for the inquiry, and possibly lowered AAoA. What do your FICO scores look like now?
EQ as of 8-21 is 691
TU as of 8-19 is 679
EX as of 8-22 is 672 These are all pulled from MyFico
my utilization as of today is 18%, after pmt on the one cc I have a balance on tomorrow, I will be at 10% on that one and 0 on my other 3 cards. ETA: my AAoA is currently 9 years
All of my remaining baddies are from 2007, settled or PIF and are falling off. I just have a Midland CA left showing a $5000 balance, due to fall off end of year, however I am going to settle with them so it doesnt burn me mortgage time since we are loking at homes well over $150M

150 million?!!? SHEESH!
JK -- I don't think you will have too much of a score ding, maybe 5 -10 points or so since you AAoA is pretty stellar. If you are looking at 640+ then you are fine. The LO wlil probably just need a LoE for the inquiry and the new account

It's NFCU so it will be worth it, at least in my opinion.
