Is it normal to have to provide the following documents to get a pre-approval letter for a home loan: 2 months bank statement, months worth of pay stubs, w2's, tax returns, and letters explaining negatives on credit report?
Yes it is normal. The tax returns are usually only required if the borrower has other than w-2 income, or unreimbursed employee expenses.
Those are all documents I have had to produce to get approval before.

if the loan officer doesnt ask for all of these things up front, they arent doing their job
