USDA financing will be utilized and 100% financing based on the purchase price. This approval is
contingent on clear title, written verification of employment, and a residential property appraisal.

Sounds like Pre-approval. You went through DU, they looked over your financial information and credit report...etc.
We needed a pre-approval to get construction started, and our letter was worded similarly in places as yours.
