Lender who will take open collections

Hi Fico family, this website was an instrumental part of me getting my house last year and now my sister is looking to purchase and I am trying to help her.

She has a pretty recent collection (within the last couple of years) and was wondering if there is a lender out there that will accept an open collection (under 1K) or who will defer payment until closing. Her credit score is fair (approx 643) and her DTI is good. She was originally going to wait to apply until she paid the collection off but a property she is interested in has just reduced its price and she wants to jump on it, if possible. 

We are located in the suburbs of Philadelphia in a USDA eligible area.

How recent?

How late?

What type of late (cc/auto loan)?

CC and dec 2013 60 day.

Im trying to GW to see if it can disappear but Portfolio just popped up last week so that is a problem too
