Me and my fiance are being rejected for a USDA Guaranteed loan because or her U.S. status. I'm an american but she was born in Germany. Her dad was in the military and her mom is german. She's been in the U.S. for at least 7 years. Being told that anybody who is not a U.S. Citizen can not obtain a USDA Loan. Really need some help on whether or not this is true or if there are certain circumstances that might allow this. any help would be greatly appreciated.

ok and she just came home and she actually has a Permanent Resident Card. Doesn't that equate to being a US Citizen also?
No, it means she is allowed to permanently work and live in the US. It has nothing to do with citizenship.
If she does not have a dual citizenship she could apply for one here.
If she has her birth certificate, does that show citizenship?
I believe she is supposed to be a dual citizen. Her biological dad is on her birth certificate. But he wasn't around to much longer after she was born. But I don't she officially did what was needed to be a dual citizen because he wasn't there.
Just a quick update just in case somebody else is going through this and needs advice. It all came down to the Social Security Card and it saying "valid for work only" All she had to do was go the SS office and get it updated. After that we had no problems. Thanks for everybody's advice and help.
