Now the county might hold up the closing?

My builder is having me apply for some kind of impact fee rebate.  I signed papers on that a couple of months ago and had to REsign them a few weeks back due to them not liking my signature.  I got an email today that they needed another copy of my driver's license which I sent over.  Now the lender is telling me that we are also depending on this to be settled before we close?  I had no idea or I would have been riding it all along.  Oh. Em. Gee. This will end, right?  Happily ever after, RIGHT???
