No. You can get in a number of ways, and if all else fails you can get in by joining NMFA. $20 for a 1 year membership, and you don't have to maintain it in order to stay in PenFed. Once in, yer in.
 
 
A number of the better FCUs will let you in by joining an association of some sort if you don't otherwise qualify to join. $18-$35 depending.
