This is something you need to check right in your town. Usually the portfolio lenders have a very small geographic reach (1 county or maybe two counties). Call and speak to the manager of the mortgage department. Don't just ask if they have portfolio loans - because some do portfolio their loans but they use straight Fannie Mae underwriting. You need to have a detailed discussion with them regarding their u/w criteria, especially as it relates to your concerns.
