SSA Fees?

Below is from a home we were looking at online.  What are SSA fees and why would they offer to pay $25k of them?

 

Cream of the crop. Builder's spec home. $25,000 SSA FEES PAID IN FULL. This home boasts center entry, formal living & dining rms, 1st flr laundry, 4 bedrms, 2&1/2 baths, den, 9 ft deep poured bsmt, cascading maple cabinets w/island & eating area in kit, bleached mahogany rails to upstairs, extended fam rm w/gas log fireplace, oversized 3 car garage w/flourescent lighting.Shows like new.SHORT SALE APPROVED AT $190,000

There is a special service area fee created by some subdivisions ... they can be fairly high... I would research this further before submitting an offer

I finally found out more info on this.  Good grief, thousands a year for this on top of HOA fees and taxes...I don't think so!
