Small Mortgage

Does anyone know of a reputable lender that will give mortgages from 25-45k with little money down?  I am looking to purchase an investment property, and can put down 20% if needed, but obviously would prefer to keep the cash to use toward rehabbing the property.  Any leads would be appreciated.  My scores are in the low 700s, and I will be buying in Michigan.

I believe Wells Fargo is doing these loans without much adjustment to the interest rate.  Some other lenders have big markups for the lower loan amounts.
