Subordination with 118% CLTV

Does this happen?  I am in the process of a HARP refi (so no cash out) on my first.  Didn't think anything about the subordination for my second. 

I'll have a CLTV of 118% based on what Freddie Mac says the value is for the HARP program. 

No cash out and a lower monthly payment for my first...
