I addressed this in a different post slightly. The USDA is waiting on funds which will come from the FY2011 budget. The budget has to be approved through Congress. It is scheduled to be brought up in the senate today so hopefully it will go before the senate and hopefully they get it taken care of but it is no guaranteed thing. They have until Friday to either pass the budget for FY2011, pass a continuing resolution, or let the government shut down.

 

If they pass the continuing resolution it will put the budget on hold until Congress comes back in January in which case they would have to write a new budget as the representatives and senators change out with the newly elected ones.

 

So to sum it up we could know something today or it could be delayed until tomorrow or even into Jan. Just keep your fingers crossed. I will post on the boards once I have official information.

Thank you for that post.  I thought I had already replied and thanked you, so sorry for the delay. 

 

Does anyone have an update on this issue?  I'm scared that I'm going to become a pest if I call my USDA loan specialist to ask but I'm a nervous wreck.

On Dec 22nd, it has online that the federal government will operate under a continuing resolution until March 4th. 

 

I have a USDA Direct loan for a new construction home and the total process was almost 4 months long. I didn't use a real estate agent and did everything myself.   It was well worth it now, but it was seriously stressful process.  I have a file folder at my desk and one in my email inbox that I took notes and kept copies of everything.   Here's how mine went: It took one month from application to approval.  I sent in all required documents, waited a month, then USDA needed a couple more bank statements and verification of renting.  Landlord never received form, I took care of that in a day.  I had already found "the house" so as soon as I had my certificate of eligibility, I did my contract and turned it in in person same day.  (Side note here: try to get a 60 or 90 day contract.  No one I have spoke to has closed in less than 60).  It took 3+ weeks to get my home appraisal and by then USDA ran out of funds and went into another continuing resolution.  It took 5 more weeks until I was "funded".  Those are awesome words to here in this process.  The way I understand is the money is disbursed as it comes in under very low and low catagories.  I was low, which comes after very low funding.  I was partially funded then about a week later fully funded.  It took 6 1/2 weeks from being funded to closing.  Once I was funded, I had my survey done and sent to USDA.  It takes about a week, so I'd probably do this now.  Also, you'll need a pest inspection report, which is good I think 30 days, unless you're getting a new house in which the soil pretreatment certificate is good for a year from the builder.  I'd go ahead and get homeowners insurance quotes.  This needs to be paid before the closing with receipt & coverage provided to USDA and attorney, even if prepaids are included in your closing.  Choose your attorney and send that info to USDA also.  Clearing my title took 2 whole weeks.  An 8 hour homeowners course was required prior to closing.  Ours was free, but was only on the last Saturday of every month so I'd get that out of the way now.  Fax a copy of your homebuyers class to USDA.  Keep copies of everything and call frequently to follow up and to check on what else is needed.

Thanks for the update.  So under the continuing resolution, all funds are still on hold?

 

I had my formal meeting with USDA yesterday and was told to proceed with inspections, finding insurance, etc. so I hope that is a good sign. 

 

Congrats on closing on your new home, I can't wait for the day that I can say I did.

I wondered if you could help me? I am waiting for funding through the USDA. The money was ordered the 12/15/2010. Do you think it will be covered under this continuing resolution? Does anyone know how long it takes for the money to come in? My closing is scheduled for Jan 21st. Thanks so much and Happy New Year!!

Does USDA Direct verify bank statments? I heard this is what takes the process so long because although you turn in statements they still need verification from the bank?

Curious77, USDA did not verify my bank statments for my direct loan and I'm all set to close so I'm guessing that they generally don't.  They do verify your income via your employer, though (in my experience).  Good luck!

Hello,

 

Does anyone know if or when the 2011 budget for USDA direct loans will be addressed?  The local USDA area specialist  has informed me that my request for funding was submitted but there were others ahead of me & they have run out of funding again.  She did not know when funding would become available and stated that it was pretty much in the hands of Congress, who just reconvened. I was advised that even though I may get funding, I am still not approved for the loan at that time, is that true?  Also, the area specialist advised that they may have to re-verify my income, employment and credit again prior to approval if the info they have is outdated.  I applied in Oct, rec'd my certificate of eligibility the beginning of Nov, found a home w/i a week or two of receiving it.  I have done everything expected of me in a timely manner and just waiting for them to do their part of this process.  Is he correct about this?  I have told the sellers that we are probably looking at a closing for the beginning of Feb.  I am afraid the sellers are going to walk away from this as they are trying to build another home & sign a lease to an apartment but I can not give them a definite timeframe and if they verify everything again, the process will be prolonged even more.  I am trying to be patient but now I'm really concerned.  Please help!
