USDA loan questions

Googled everywhere for answers, but can't find answers current  for 2015.

 1.Can anyone tell me if USDA loans have PMI and at what rate?

 2.  If you are looking at a rural property, with an existing home, but no garage, can you have the constuction costs added in with the loan?  (simular to the FHA  203K Streamline loan)

You'll pay 2% of your total mortgage up front at closing. They'll just roll it into your loan otherwise. You also have a monthly PMI amount. Which was .6% with my loan November of last year.
