You just need to scroll down and select New York on the bottom left, and then the next page, scroll down and select Albany.

I believe these rates are for conventional loans not FHA loans.

The mortgages in the survey had an average of 0.00 discount and origination points.
Now the lenders table I can't swear to, but I went according to what it pulled up when I selected FHA rates.
