any no downpayment mortgages still exist?

There seems to be many people on the forums with a lot of knowledge about mortgages. I'd like to throw this out for some feedback.

 

A few years ago, my brother-in-law had my sister sign off on a refinance on a small house they used for rental income. This was less than a month before my sister died of cancer and she wasn't in a condition to make that kind of decision. She owned the house before they got married and always meant for her two sons to have it when they were old enough to manage it. My BIL used the money from the refinance to buy a motorcycle and then let the house go into foreclosure.

 

It is now on the market for only $59900. Taxes are $180 a year. The mortgage payment would be about half of what my nephews are paying to rent an apartment. The problem is they don't have enough saved for a down payment and are afraid this might be bought up by an investor since it is on a large lot. Are there any no down payment programs that still exist?

The only two I know for sure are NASA Federal CU and Navy Federal CU.

Check out USDA. The home has to be in a rural area to qualify.

In addition, if their income is low enough then they may be able to qualify for down payment assistance in the county/city the home is in, bridge the gap for FHA's 3.5% down payment.
