anyone been quoted below 5% for FHA refi?

we're at 6% currently.  and would like to go below 5% before refinancing. 

Should we also consider the APR when looking at those rates?

im not sure about refinance rates

 was quoted the normal fha 30 year fixed yesterday at...

5.25 no points

5.0 .5 points

4.75 with 2 points.

APR should be an even playing field if you are comparing the same mortgage program to the same mortgage program, and the same interest rate to the same interest rate.  Other than that situation, it's better to use the interest rate & closing costs to guage which loan offer is most competitive.
