Closing Cost are few different things. They are fees owed for services performed and other general standard fees. You should get a GFE (Good Faith Estimate) of all your closing cost with-in 3 days of applying for a loan.
As far as having your closing cost rolled into the loan, it is possible but it depends on the type of loan you are seeking. It is also possible to have the seller pay some if not all the closing cost in todays market.
