Certain inquiries do not affect your FICO score. For example, companies that have issued you credit cards will periodically review your credit report, and may increase your CL as a result. Some credit card companies will also review your credit to offer you a new credit card. If you have a mortgage, competing mortgage companies will look at your report before offering to refinance your mortgage.
My current Experian credit report has 34 such "soft" inquiries, and my score is in the high 700s.
