does 100% financing exist anymore? are there any down payment assistance programs for lower incomes (around 30k)

You should look for grants in your state.  There are often grants available for first time buyers to help with closing costs.  They are for low income people so if you make a certain amount you would not qualify (income too high). 

 I think the best you are going to get is a USDA loan in terms of minimal down payments.  So google "Homebuying Grants in Texas" 0r whatever your state is.
