quic question

we signed A CLOSING DISCLOSURE that has a closing date but we're waiting on a condition to get cleared,is this normal? it seems backwards to me

It's normal.  The Closing Disclosure you signed is just telling you what your final numbers will be.  If anything changes they will have to redisclose it.  The condition they are waiting on is probably something small that won't change the numbers.  Do you know what the condition is?

You have to be given a closing disclosure 3 days before initial scheduled closing.

^^^Right. The lender only has to redisclose if the APR changes.  The more organized lenders are disclosing early enough that the closing isn't delayed IME.
