waiting period

i'm a little confused (as usual) i spoke with a loan officer and she pulled my scores and with the past lates said i had to wait until about march to get an approval for a loan. my last late payment was september of 07 why would i not be able to apply by then? i do have some unpaid collections but following advice on this forum haven't paid them for fear my scores would drop (middle score 623 last i checked) what's the wait til march for?

Yup, just because that particular loan officer said wait until March doesn't mean you can't get approved elsewhere.
