Best way to consolidate credit card loans

What is the best way to consolidate the high interest credit card loans into low interest loans and pay them off quickly? I looked at Prosper and LendingClub. I got rejection from LendingClub. I got offer for partial amount from Prosper. Are there other places where I can find low cost credit card consolidation offers? I have job and good income but in the last few years I have decided to pursue higher educaiton and used credit cards to finance my educaiton which is breaking my back now. I have additional educational qualifications which will boost my income in future but in the short term I have to slug it out and get these loans under control into manageable payments.

What are your future borrowing plans as they relate to your actual cashflow, not anticpated cash flow. ?
