1099-c with CITI, and results from Credit Bureau dispute

How do I fight the information below?  I provided the bureaus with the 1099 C and this is their response:

I can't make head nor tails out of that jumbled mess. What EXACTLY is being misreported?

Ugh, it didn't print screen properly.  Basically, CITI is showing the charge off balance and a minimum payment due.  My understanding is that once a 1099-c is issued the debt must be reported as $0 balance $0 payment due.

 

I disputed the balance and payment.  CITI came back to say what they are reporting is correct.  The bureaus were provided a copy of the 1099 c from CITI to this account, but agreed with CITIs response.

You are correct.  Once the 1099 is issued CITI should update their listing to reflect a "0" balace.  You can send a 623 dispute to the OC or file a complaint with the CFPB and send a copy of the 1099 to them.

I am not an accountant, but have read of certain situations wherein a credtor will feel obligated under ITS guidelines to send  a 1099c when they are not actually cancelling the debt obligation.

Perhaps an accountant will chime in, but it is apparently a murky accounting/tax issue that is not black or white.....
