5 Hard Pulls from CA - United Recovery Systems

I just got my Experian CR.  This company, United Recovery Systems did a hard pull 5 times - 10/11/07; 12/08/07; 02/26/08, 09/04/06 and 01/03/09. Is that legal? they wrote it was for collection purposes? I was going to send them a letter asking them to remove it. Can they do that many?

Starting Score: 682 EQ, 663 TU
Current Score: 687 EQ - 705 TU on 7/18/10
Goal Score: 700 + both EQ and TU
