I have an AAFES account from an old military DPP/Star card that initially was reported 120+ days late and written off as bad debt, and an associcated collection created by OSI...After they started garnishing my pay I worked overtime and paid off the account in full.
I'm coming up on 7 years since DOFD and my credit report I pulled at the beginning of the year showed a removal date of December this year. Probably ill advised, I disputed as no late payments to all 3 CRAs. EX and EQ both removed all lates and showed "transferred due to other department or for refinance" or something similar, which I assuem isn't bad. but Transunion they removed the account completely and now have a collection that shows recent (this is approximately a year after I PIF'd the account and only due to the dispute) and it killed my TU credit score, dropping it like 40pts...both since it's one of my oldest accounts and because now I have a recent collection... my TU is already dead since most of my accounts never reported to it, leaving my EQ and EX stacked with history but my TU almost empty
1) is it legit for them to change a closed/paid collection account into a collection a year ex-post-facto from final payment (not an OSI collection, but an actual AAFES collection), and
2) thanks to that do I now have to wait 7 years for this collection to drop off since it shows date of last activity as this year? (aside from a successful dispute or GW)?
any advice would be appreciated

Both the charge-off reported by the OC and the collection reported by the debt collector have the same, date-certain CR exclusion date of 7 years plus 180 days from the DOFD on the OC account. No subsequent reporting of any other type of activity, such as when the collection was reported, etc., has ANY effect on its CR exclusion date.
Its based solely on the DOFD.
Any reported monthly delinquency has its own exclusion date of 7 years from its date of occurence.

Thanks for the info, as far as trying to GW it, I will be losing an old account, but according to AAFES (realizing it's FAKO) simulator I get a large jump in score with them gone, and I'm wondering how this would translate to my FICO score. As far as the age of DOFD, my first 30 day late shows Jun 2006, but according to my latest TU report it shows the expected deletion date as 12/2012, which obviously isn't 7.5 years, so I'm not sure what's going on there...

If you request GW deletion, dont request deletion of the account. Request deletion only of the derogatory items that have been reported under the account.
They may choose to delete the entire account, but dont request them to do so.
