Advice on Improving Score - not sure what else can be done?

Looking for some advice here on what are the best steps to improve my profile.

The Good:

US Bank Secured $5000 (12 months)
US Bank Secured $2000 (16 months)
CAP1 QS1 $2000 (9 months)

4 Paid Auto Loans showing $0 balance and Paid

Just opened Alliant Secured Loan for $500 and paid down to low utilization, just waiting for it to hit my reports.

Keep utilization around 5-10% each month on CC.

No late payments on any of the above accounts.

High yearly income.

The Bad:

CAPITAL ONE BANK USA N
 Date Opened
03/01/2009
Account Status
Closed
Payment Status
Late
Payment Status Details
Charge-off
Status Updated
01/01/2013
 Past Due Amount
$1,486.00

Portfolio Recovery

Account Type Collection

Terms 1 Month

Date Opened 04/01/2013

Account Status Closed

Payment Status Late

Payment Status Details Seriously past due date / assigned to attorney, collection agency, or credit grantor's internal collection department

Status Updated 07/01/2014

Past Due Amount $530.00

Original Creditor HSBC BANK NEVADA N.A.

Original Amount $530.00

I can't get any of my scores past the low 600s. I don't know what else to do and need some advice. I know PRA won't do PFD, but is it worth just paying it and will it stop reporting as late and will that help? Same mentality with the Cap1, should I pay it off and will it stop reporting as late?

I'm not sure what I need to do to increase my score.  US Bank wont graduate my secured to unsecured due to low score.

My goals are: ability to get a mortage within next 2 years and get a good revolver with great travel benefits.  Any thoughts?

I don't believe paying off PRA will make it stop reporting as late. It was last updated in 2014 so they're not reporting it monthly anyway... it would be better to be paid than unpaid, though.
