Anyone Ever PFD'd RMI/McSI

This is a CA that gets much of their business from local governments in the Chicago area, parking tickets and things of that nature..  Has anyone ever got them to agree to a PFD.
5/2009 EQ-504(FICO), TU98-567(FICO), EX- 503 (FAKO)
