Citi took over my mortgage from ABN-AMRO and Citi has been very agressive in doing whatever it takes to make things difficult. I think they want me to default just so that they can shake me out of my house.
Rant aside, a letter asking for complete GW for all lates is asking a lot. Maybe ask for GW on the 3 most recent and then tell them that you appreciate their judgement in the matter, even if they are only able to GW just one.
