Asking for APR reduction WHILE rebuilding? (was reading USNews article....)

Hi,

I came across an article on USNews "Alost 8 in 10 Cardholders Who Try This Money-Saving Move Are Successful" about asking their bank to reduce their card APR this got m e wondering how bank would do for people like us rebuilding (from Bankruptcy, charge offs, collections, etc...)?

Cheers!
