I would say "Paying off 2-3 credit cards each with $300 limit" will give you optimal score increase.
If you have 2-3 cards that report 0% Utilization then naturally that will being down your overall UTI
I believe FICO accounts for UTI on individual cards but your overall UTI is the average across all CC's

Paying off the multiple small credit cards would be more immediately beneficial to scores, but the overall UTI is still going to be in the toilet, so I would not anticipate more than a handful of points at best.
