I received a dunning notice from er solutions on Feb 7 collecting an amount of 302.57. So I sent then a DV letter, receivd the green card back that they got it, and today I receive an alert that a new collection just posted to my credit.

I never recived anything back from them after I DV them, are they in violation, and if so what can I do???

Yes. 

Write them another letter, site the FCRA, include a copy of the green card, and tell them to delete it or you will file suit.  Only tell them that if you mean it.

Also, report it to the BBB and your states AG.
