its like this: when they delete, they send in a 'uniform data form' (UDP) to tell the CRA to delete the tradeline.
when they do their monthly (or how ever often they report changes, maybe weekly) reporting, they upload a master list of all their changes to the CRA. If your acct hasnt been removed from that list (ie 'the film'), then itll just reinsert.
Or if they only do a monthly update, and the new master list hasn't been uploaded yet to the CRA yet, there wouldn't be any change. There's that.
