CC Usage Question

What % of credit card utilization is considered maxed out?  Anything over 90% or lower than that?

I have one card that is nearing the danger zone...but I have another card with a much lower UTIL that has a higher interest rate.  Wondering where might be the safer place to throw my extra payment this month.

I am not entirely sure but I have read between 70 and 90%.  I would go with the higher balance one.  You get a double ding for a maxed out card.
