It's rare in my opinion. It's all random, but Im sure they go by how you use the card, how long you have had it and your utilization.

What it might do later, is future approvals often issue CL's based on whatever your current CL happens to be. So, 1K looks better than $300 at least if you're trying to get a card that isn't stuck with a $300ish limit again in the future.
Am tempted at the moment to do exactly that and bump my 2K secured card to 5K for future approvals, even if I don't wind up getting a travel gig which'd raise my monthly expenses enormously (though reimbursable).
