It's an offer.
They have no obligation to respond to a negotiation offer. Hard to say if they are going to counter offer.
If you requested both a Pay for delete and that they accept a settlement for less, you requested two concessions on their part.
Perhaps they are not willing to do both, and thus dismissed as not being a serious offer.
Personally, I would call and speak to a real person.......
