update:

i'm unble to combine my cap1 cards. from reading the boards, it looks like they're being extra selective/random, and even calling isn't helping.

so should I close out my 2 year old secured card and then apply for an unsecured cc?

or should i apply else where that will accept my "fair" credit score?

Yes. I would close one then apply. If approved, close the second one and apply for the second card. No sense in keeping secured cards longer than necessary.
