Sounds like Cap 1 has honored their agreement, but that the CRA's are dragging their feet. Send the CFPB a complaint against EX and TU....trust me....it will be updated within 14 days! The CFPB director was FINALLY confirmed by the senate a few months go and he had sent all kinds of directives to the CRA's regarding c consumers sending in proof and updating CR's using this proof. So yeah....file a complaint with them ASAP...it'll get handled.
