It appears the issue is not one of any violation on their part, but rather one of a pure and simply poor business practice.
I would suggest a complaint to your local BBB regarding their questionable business practices of not providing you timely response to your legitimate request.
Perhaps they may care about their business rep, and remove the reporting as GW to the BBB rather than only to you.
