Normally that is the date that the CA received the account, either by purchasing the debt, or being assigned by the OC. ATT uses them to assign debts to, among others. what I have noticed with ATT is that they will move accounts from one CA to another after about 6 months to a year of no action. I have an ATT account from mid 2013, that first went to I C Systems, then to ERC, and now ERC is gone from my reports and I am expecting a new CA to contact me soon.
