Collection agencies are required to have a licence in some states... right?

I've been googling and can't find the answer to my question. Please help!

 

I am in FL and I know that FL requires Collection Agencies to have a licence in order to collect.

BUT what happends when they (CA) are located in another state and are trying to collect in FL? Do they also have to be licence in FL in order to collect?

    Bond: Yes - $50,000 (Commercial)
    License: Yes
    Fee: Yes
    $200 - Registration
    $50 - Investigation
    $200 - Renewal
    Exemption for out-of-state collectors: Registration is required for out-of-state collectors if [1] soliciting accounts; [2] if client (creditor, its affiliate or subsidiary) has an office in Florida.
