Collection was reporting hasn't been for six months

I have a collection with medicredit for a power bill from an old apartment for over $800 the apartment admitted it was an engineering problem but refuses to pay anybody's bill. We with about twenty other couple all moved out. I called the power company and explained what happened they told me it was my issue to take care of and that I need to take that up with the apt management. With three months there was a collection out there for medicredit for the amount listed above. They reported for about four months. I disputed the collection and within about two months they were gone from all three reports. However this medicredit CA still contacts me weekly and leaves voicemails. Still not reporting but still calling. Is this thing going to come back? And why is it not reporting?

No one has to report. They can still undertake other collection activities.
