Any help with this will be much appreciated. With that being said, I live in Arizona and received a speeding ticket in California in January 2011 that is now in collections and was wondering if the statute of limitations on this debt is applicable for California or Arizona?

Don't bother, just pay it. SOL really does not apply to tickets as they are essentially an order to pay from a judge, similar to a judgment. The CA will also hit your reports.
I know from experience that California will place a nationwide hold on your drivers licence for an unpaid ticket.
All collections have a credit report exclusion date under the FCRA of no later than 7 years plus 180 days from the date you first became delinquent on the debt, and thereafter remained delinquent until the debt was placed for collection.
Credit report exclusion is unrelated to any issue of state statute of limitations on debt.
