Credit builder or secured personal loan in Pennsylvania

Does anyone know of a bank in PA that would extend a secured personal loan or similar type note for someone who has average scores of 620, 609, and 595? The biggest hang up on the credit is 4 public record judgments. I just paid off one, but the other three have large balances which are taking longer to pay off. I have the cash to secure the loan, but just trying to find ways to strengthen the credit. I do have four credit cards with a combined $4,000 available credit. This is a mix of secured and unsecured. Working diligently to pay off any debt that  collection agencies continue to report monthly.

I got two secured cc [$300 each] with one online app at First Progress ... no credit pull as the approval is not dependent on credit reports.
