DV, PFD, or Dispute

This site is awesome but I am still learning.  I was wondering what is the correct course of action.  What do you do first.  If that don't work what do you do next and so on....

1. DV

2. PFD

3. Dispute

You should always DV first, but make sure you can PIF. If you can PIF and they answer the DV, then ask for a PFD or PFNR (Pay For Not Reporting), tailor it to your needs.
