Requesting debt validation is one of the few acts where a consumer is under a statutory period, and thus it is prudent to have proof of date sent.
If not sent within 30 days of dunning notice, it is not timely and thus imposes no cease collection bar.
Thus, the debt collector could simply continue business as usual, and ignore it.

So, mine is not timely. That's why I don't think sending CMRRR matters. Send it CMRRR anyway?
