Have you contacted the library to see if you pay it will they recall it from the CA?

I haven't yet. The main office was closed by the time I got home this evening. So I will try tomorrow. If they agree to it, should the agreement also be in writing?

If they will give it to you in writing that would be good.  If they won't at least get the name of the person who you talked to.  As soon as you hang up I would draft a letter to them and state what was agreed upon in your conversation.

Most OC's can be trusted.

And I would go this route before trying anything else.
